The Principles of Student Council

Article I:     Membership
Section I:         Any student enrolled at Coon Rapids High School is eligible for membership in the Student Council and may be admitted to the Council with the approval of the Advisor of the Student Council. All interested students should fill out an application.  A grade sheet will be sent out near the end of each trimester.  A failing class results in a warning; a second time failing a class results in removal from the council.
Section II:        All members shall share in the duties of the Council and have the privilege of voting in all matters brought before the council and may introduce business at the meetings.
Section III:      With the advice and consent of the Advisor, the Executive Board of the Student Council may remove any member of the Council for any conduct deemed by the Executive Board and the Advisor to be unbecoming of a Council-member, or any conduct that is deemed to have brought the Council into disrepute. Any member may also be removed in likewise process as mentioned above for dereliction of duties or responsibilities relating to membership in the Student Council.
Section IV:      Council members must attend all meetings. After TWO unexcused absences per Trimester, a warning letter will be given by the secretary explaining our attendance policy. An absence is excused if the member notifies an executive board member or the advisor before the meeting.  If a third meeting is missed that trimester, the member will be dismissed from the Council. Council members may appeal the decision to dismiss by appearing before the Executive Board and submitting a letter to them explaining their absences and their desire to remain on the Council.  This meeting must take place within 2 weeks of receipt of their letter.  The Executive Committee will then decide whether to keep the member on the council.
**Students in other activities should make arrangements with their coaches/advisors to come to Student Council for part of the meeting.

Section V:        Student Council is an organization dedicated to building the leadership skills of its members.  Our members should conduct themselves properly and represent Coon Rapids High School in a positive way.  This means on campus as well as off campus in our community. Any member caught violating school policy, i.e., bullying, insubordination, harassment, drug, alcohol, tobacco, and vandalism will be removed from membership.  Other grounds for dismissal would include excessive truancies from school and showing blatant disrespect for those in authority; whether it is your peers, teachers, paras, administrators or any school faculty member.

Article II:   Student Council Meetings
Section I:         The Student Council shall meet as needed.
Section II:        The Advisor shall be present at all meetings of the Student Council and Executive Board meetings.

Article III:  Executive Board
Section I:         The Executive Board shall meet as needed during the school year and as needed during the summer when school is not in session.
Section II:        The duties of the President shall be to (a) plan, organize and preside over all meetings of the Council and Executive Board, (b) oversee all major projects of the Council, (c) act as a representative of the Council to the school administration and (d) make themselves available to Chair any committee.
Section III:      The duties of the Vice President shall be to (a) assist the President as needed in fulfilling the President’s duties, (b) preside at all meetings from which the President is absent, (c) coordinate with the President in planning and organizing the full council meetings, (d) organize and oversee the publicizing of the Council to the student body, i.e. meeting announcements, and creating an awareness of our Council to the student body, (e) plan agenda items and publicize Principal’s Advisory to our members, and (f) make themselves available to Chair any committee.
Section IV:      The duties of the Secretary shall be to (a) record minutes at all Council meetings and Executive Board meetings, (b) keep lettering points for all Council members, (c) keep attendance records of every member, (d) direct all official correspondence of the Council, (e) assume the duties of the Vice President at all meetings in the event of the Vice President’s absence and (f) make themselves available to Chair any committee.
Section V:        The duties of the Historian shall be to (a) be present at all Student Council activities/events or appoint someone to take their place, (b) take pictures and keep accurate records of all Student Council events, (c) create a final project reviewing the year, (d) organize 2 service projects for our Council during our “slower” times of year and (e) make themselves available to Chair any committee.
Section VI:      The duties of the Delegate at Large shall be to (a) take tasks given to them by the President, (b) assume the duties of the Secretary in the event of the Secretary’s absence, (c) plan 2 social events each year for our Council, (d) organize our yearly t-shirt order and (e) make themselves available to Chair any committee.
Section VII:     The duties of the Director of Communications shall be to (a) handle all media contact including social media platforms, (b) make promotions/flyers for events, (c) keep bulletin board updated, (d) submit articles to the CRHS Enews featuring our events and (e) make themselves available to Chair any committee.
Section VIII:    The duties of the Special Projects Person shall be to (a) reasonably assist any other members of the Executive Board in the performance of their duties, (b) assist the Advisor in the tasks related to the swift administration of the Council, and (c) maintain and update the Student Council Website. The members of the Executive Board the year before are automatically allowed to stay on the Executive Board as a Special Projects Person, in case they ran for an office and lost to an opponent. A vote will take place in more than one former executive member qualifies for special projects person.

Article IV:  Elections
Section I:         All Council members shall be entitled to one vote in every race per election.
Section II:        Elections for the Officers of the Executive Board shall be held every spring at the End of the Year Council meeting.
Section III:      All Freshman, Sophomore, and Junior members shall be eligible to run for an office.  Those running for President must have a minimum of two full years of experience on the Council and shown to be a dedicated member. Anyone running for an Executive Board position must have the endorsement of the Advisor, be in good standing academically, be a good role model for our student body and have the character and qualities of one running for such a distinguished position.
            There shall be primary elections for any position where there are more than two people running.  The two candidates with the top votes will run for the general election and the candidate who receives the most votes shall win the office.

Section IV:      In the event that there is a tie vote in either a primary election an additional special election shall take place between all the candidates among the tie took place.
Section V:        All voting shall take place by secret ballot. The ballots shall be counted, certified, and the results of voting shall be announced by any senior on the Executive Board.  In the event there are no seniors, the Advisor shall assume these duties.
Section VI:      If, with a valid complaint in writing, a petition with no less than two-thirds of the Council members as signatories is signed demanding that an election to recall the election of an Officer is delivered to the Advisor; a meeting date will be set to recall the election of the Officer named in the complaint. The Advisor shall have sole authority to decide the validity of the reason for recall listed in the complaint and shall have the sole authority to call a special election to recall the vote of the Officer named in the complaint.
Section VII:     In the event of a tie the Advisor will have the last vote and will decide the winner of the election.

Article V:   Lettering
Section I:         It is not necessary to letter to stay on the Council.
Section II:        All members must fill out lettering sheets and have them signed and turned into the Secretary every Trimester. Members shall have 2 weeks at the end of each Trimester to get their lettering sheets to the Secretary to receive their points.  No points will be given after that time.  Appeals can be made to the Executive Board.
Section III:      The Secretary shall decide who letters based on the participation sheets filled out.
Section IV:      The Secretary will keep the lettering points updated.
Section V:        To letter in Student Council, a student needs to have earned 80 points (this equates to about 20 hours) of service to the organization.
